Happy Cinco de Mayo Day, which commemorates the Mexican army’s rather unlikely victory over French forces at the Battle of Puebla on May 5, 1862, a day ensconced for its spirit of resilience and booming national Mexican pride. Speaking of battles, May 5 is also just another marker in a shortened session of the Minnesota Legislature, which is busily finding ways to make things more interesting and complex for HOA Leaders.
We’ve been reporting all year on the ever and always evolving SF 1750, the HOA reform bill that is now summarily dubbed an “HOA Bill of Rights,” a label designed for those voting on it to make it easier to swallow. You can read our latest blog and download the latest bill HERE.
On April 30, the long and winding road for SF 1750 made a stop in the Minnesota House, where 2+ hours of debate led to a 100-34 victory for the bill. It was then transmitted to the MN Senate, where it was debated on May 4 but then “laid on table,” a term that refers to a rather parliamentary procedure used to delay the matter in favor of dealing with other pressing matters. It is sometimes used strategically; sometimes it just means a delay. It is unclear what it means in this case, except that those folks in the Senate may have other more important things (e.g. fraud) to deal with.
In talking to several industry insiders, it is felt that this bill has an eventual favorable path forward. When the Senate brings this up for a vote in the next two weeks, it’s likely passage sends it to the Governor’s desk for signature.
Then what?

We have been told the Senate may take this up again tomorrow (May 6), but I wasn’t able to confirm it on the tracking sites. We’re always watching and will report back when anything lurches forward.
